Policies

Here, you'll find all the essential guidelines, rules, and regulations that ensure a smooth and fair tournament experience for everyone involved.

We encourage all teams, staff, and attendees to review these policies carefully. By participating in the event, you agree to abide by these rules to help create a safe, inclusive, and enjoyable experience for all.

Please take the time to read through the sections below, and if you have any questions, don’t hesitate to reach out!

National Team Policy

1. National Teams

A National Team is defined as a team that represents a National Governing Body (NGB), Country, or Nation AND MAY NOT represent a Club or Region.

1.1 Multiple National Teams under an NGB​​

In order to apply for multiple National Teams, an NGB must meet ALL of the following criteria:

 

  • Have been a full member NGB or Area of Interest 

  • Be in good standing with the IQA AND

  • Have at least one coach AND one team manager per National Team requested AND

  • Have a geopolitical reason for multiple National Teams AND/OR precedent in other nationally recognized sports for multiple National Teams

1.2 National Team Eligibility Criteria

All qualifying applicants for positions on a National Team should be considered and have an equal chance under a fair and transparent method of selection, free of any Conflict of Interest. An NGB is free to set more restrictive guidelines for selecting their National Team than those outlined below.


An athlete is eligible for any National Team if, at a minimum, they satisfy all of the following criteria:

 

  • Are at least 16 years of age on the first day of the event AND

  • Are not a current member of another National Team squad (including team staff, training, expansion, and National B teams) in the current IQA event-year AND

  • Are in good standing with the IQA and are not currently being investigated by an NGB, continental organisation, or the IQA AND

  • Are not currently serving a tournament or season ban from either an NGB, continental organisation, or the IQA

They must also satisfy one or more of the following criteria:

  • Hold citizenship OR

  • Have permanent legal residency OR

  • Have been born in the nation OR

  • Have lived in the country for at least the last 3 months leading up to the event OR

  • Have played quadball only in the nation OR

  • Have played quadball in the nation for at least the 8 months prior to the first day of the event OR

  • Have at least one parent or grandparent who holds citizenship OR

  • Have at least one parent who was born in the nation

2. Regional Teams

A Regional Team is defined as a team that represents one or more of the following:

 

  • A Region within an NGB, Country, or Nation AND/OR 

  • A collection of multiple regions or NGBs representing up to a maximum of 150 registered athletes


All Regional Team applications must be supported by an existing full member NGB in good standing with the IQA, unless a waiver has been submitted. A waiver can be submitted in the case of a region not falling under any geographical full member NGBs AND not having the support of another full member NGB. In this case they must be able to prove they have an established administration and structure. If a region covers multiple NGB geographical areas, all contained NGBs must approve of the submission. 
 

NGBs sending Regional Teams must ensure that all athletes eligible for their National Team are eligible for at least one Regional Team attending the event and Regional Teams may not overlap with other teams geographically. 

 

Full member NGBs affiliated with a regional team may choose to send either

  • a National Team and no Regional Teams OR 

  • Regional Teams and no National Team

Full member NGBs supporting additional Regional Team applications outside of their geographical jurisdiction will not be impacted in their ability to send National or Regional Teams to an event. 

 

All applications will be considered on a case-by-case basis. They will either be accepted, declined, or further information/qualifying next steps will be requested. Regional Teams that are accepted are only accepted for the upcoming event and must resubmit their application in future years. This will be treated as a new application and teams will not be automatically eligible to attend future events. All applications must be submitted at least three months before the registration deadline for the event in question.

 

Once an NGB has sent 1 or more regional teams to 3 IQA international tournaments, their regional teams will be automatically accepted to future IQA events. An NGB must indicate to the IQA if they will send a National team or regional teams through the event registration forms for the relevant tournament.

2.1 Regional Team Eligibility Criteria

An athlete is eligible for any Regional Team if, at a minimum, they satisfy all of the following criteria:

  • Are at least 16 years of age on the first day of the event AND

  • Are not a current member of another National or Regional Team squad (including team staff, training, expansion, and National or Regional B teams) in the current IQA event-year AND

  • Are in good standing with the IQA, and are not currently being investigated by an NGB, Continental organisation, or the IQA AND 

  • Are not currently serving a tournament or season ban from either an NGB, Continental organisation, or the IQA

 

They must also satisfy one or more of the following criteria:

  • Hold citizenship OR

  • Have permanent legal residency OR

  • Been born in the nation OR

  • Have lived in the country for at least the last 3 months leading up to the event OR

  • Have played quadball only in the nation OR

  • Have played quadball in the nation for at least 8 months prior to the first day of the event OR

  • Have at least one parent who was born in the nation

National Team Roster Eligibility Requirements

Purpose

The purpose of this policy is to establish the requirements for rosters of teams participating in IQA tournaments. The policy also outlines possible exemptions and the steps to take when requesting exemptions to the policy.

Policy Statement

The IQA is committed to providing a healthy and safe space for members, volunteers, and athletes to take part in the Sport.

With inclusivity as one of our core values, it is important that quidditch events are inclusive and safe for all parties involved.

The IQA is also committed to supporting global sport and athlete development.

Scope

This policy applies to all National Governing Bodies and teams participating at IQA tournaments. These roster policies have been created to ensure athlete safety and highlight gender equality within the sport, as well as to support the development of the

sport around the world.

Procedure

This policy has been split in 2 sections: minimum roster size and gender balance. Rosters must comply with all sections of the policy.​

Roster Size

IQA events have a minimum roster size of 12 athletes. This roster size ensures each athlete has a substitute for the first 20 minutes of the game. Teams having difficulties reaching the minimum roster size may apply for a waiver which will be assessed on a case-by-case basis. Rosters with under seven athletes are ineligible to play in IQA tournaments under all circumstances.

 

The maximum team roster size will be 25, from which the teams can select up to 21 athletes for each game. More information on how, when, and where to submit roster information will be sent out to participating teams during the event planning process.

Gender Balance

IQA events have a gender balance requirement for each roster size. This information is shown in the adjacent table.

 

In the case of rosters with over 21 athletes, the specific roster selected for each game must also meet the gender balance criteria. Teams may have less than the maximum number of majority gender athletes, and more than the minimum number of non-majority gender athletes on their roster. A team that does not have a majority gender is not subject to the below table.

Roster Policy Waivers

All waiver applications will be reviewed by the IQA Membership and Gameplay department, in collaboration with the Events Department.​

Minimum roster size and gender balance

To ensure accessibility to the event for all teams, we will allow waiver applications for both the event roster size and the roster gender balance policy for teams who have difficulties reaching these due to recruitment difficulties or other extenuating circumstances.

 

We strongly encourage anyone who has difficulties reaching these roster requirements to get in contact so we can work towards a solution.

 

The National Governing Body must send an email to events@iqasport.org with the following information:

 

  • The reason the waiver is being applied for

  • The current size and gender balance of the team

  • The reason the size or gender minimums are unable to be met

  • A full list of clubs within the NGB and the up-to-date number of registered athletes

Policy Enforcement

All participating NGBs and teams must submit rosters to the IQA World Cup 2025 Committee. The rosters must include identifying information to evaluate the IQA Events Roster Policy.

 

Teams not eligible under the abovementioned criteria will be excluded from participating at the event.

 

Teams, athletes, team management or NGB management found to be manipulating the eligibility of athletes or breaching this will be sanctioned. Sanctions may include but are not limited to game bans or tournament exclusion(s) for the Athlete or Team. This will be

enforced by the IQA Membership & Gameplay Department.

Responsibilities 

The Director, Membership & Gameplay has operational oversight over this policy and its implementation. They may delegate this authority as they deem fit. Oversight may include:

 

1. Management of files related to waiver applications

2. Management of the waiver approval process

3. Overview of IQA Event rosters

4. Evaluation of IQA Event rosters submitted

5. Implementation of this policy

6. Implementation of sanctions on policy breaches

 

The Director, Membership & Gameplay (jamie.turbet@iqasport.org) is responsible for accepting and reviewing waiver applications on this policy and reviewing the submitted event rosters, in collaboration with the Director, Events.

Secondary Kits

To ensure clear visual distinction between teams on the field, all teams participating in the IQA World Cup 2025 are recommended to bring two distinct kits:

  1. Primary Kit – The team's main uniform, including jerseys, shorts, and socks.

  2. Secondary Kit – A clearly different-colored uniform to be worn in case of a color clash.

​This policy is in place to guarantee fair play, reduce confusion for referees and spectators, and maintain the professionalism of the event. Please ensure your team is fully prepared with both kits!

 

Application of the Policy

Before each match, the tournament officials will assess both teams’ kits to determine if a color clash exists. If a clash is identified, the team designated as the away team (as per the schedule) will be required to switch to a secondary kit. If a team does not have a suitable secondary kit available, they may be required to wear alternative distinguishing attire, which may not match their usual uniform.

Enforcement & Compliance

Teams are strongly encouraged to have both kits fully available at all times during the tournament. Failure to provide a suitable alternative may result in penalties, including forfeiture of the match.

Kit Numbers

Each player must have an integer between 0 and 99, inclusive, clearly visible on the back of their jersey.
This number should be the same on both the primary- and secondary jersey. 
If the kit uses player numbers on the shorts, this number should match the number on the jersey.

Ride & Play

To ensure smooth transportation and timely arrivals, all participating teams must use the official shuttle service provided by the organization. 

 

Mandatory Shuttle Use

Teams are required to travel to- and from the tournament venue using the designated shuttle service. Independent transportation will not be permitted.

Pickup Points

Shuttle pickup points will be based in Brussels. The exact location will be communicated to teams shortly. 

Schedule & Punctuality

Teams must adhere to the assigned pickup times to avoid delays. Late arrivals may result in penalties or having to forfeit certain games.

Conduct & Compliance

All passengers must follow the shuttle rules and respect the driver's instructions. Any misconduct may lead to disciplinary- and/or legal actions. 

Officials Quota

To ensure a fair tournament experience for all participants, each team is required to fulfill an Officials Quota as outline below.

 

Minimum Requirement

Each team must provide a minimum of three (3) Assistant Referees, one (1) Flag Referee, and one (1) Flag Runner. 

Affiliation

Officials do not need to be affiliated with the team. Anyone is eligible to count toward a team's quota, regardless of nationality, affiliation or playing status. These officials can be either playing or non-playing individuals.

All officials must register via the official sign-up form. Within that form, individuals will be asked to indicate which team's quota they wish to count for. An individual can only be assigned to the quota of one team. 

Certification

All officials must hold valid certification under the IQA Rulebook 2024 for the roles they are performing. Certification must be completed by June 26th, 2025.

Exemptions

Teams may submit a request for a (partial) exemption to reduce their required quota by emailing iqa-world-cup@iqasport.org
These requests will be reviewed on a case-by-case basis, and exemptions are not guaranteed. 

Teams that did not request - and were not granted - an exemption must comply with the full quota.  

Compliance

Teams failing to meet their required quota will be removed from competition.

(Livestream) Volunteer Quota

Minimum Requirement

To ensure the tournament livestream operates smoothly and has sufficient personnel, each team is required to provide two (2) volunteers for designated roles.

Affiliation

Volunteers do not need to be affiliated with the team. Anyone is eligible to count toward a team's quota, regardless of nationality, affiliation or playing status. These officials can be either playing or non-playing individuals.

All volunteers must register via the volunteer sign-up form. Within that form, individuals will be asked to indicate which team's quota they wish to count for. An individual can only be assigned to the quota of one team. 

Role Distribution

This policy is designed to distribute responsibilities evenly and prevent situations where all teams send volunteers for the same type of role, such as commentators.

To achieve this, each team must assign one volunteer to each of the two roles specified for their team.

  • African Nations: Camera Operator / Livestream Handling

  • Australia: Livestream Handling / Commentator

  • Austria: Commentator / Analyst

  • Basque Country: Analyst / Camera Operator

  • Belgium: Camera Operator / Livestream Handling

  • Brazil: Livestream Handling / Commentator

  • Canada: Commentator / Analyst

  • Catalonia: Analyst / Camera Operator

It is important to note that signing up for a role does not mean the individual will be required to perform that role constantly or at all. The livestream team will take care to create a balanced schedule that ensures fair distribution of responsibilities and prevents overburdening any individual volunteer.

Individual Interest

Individuals are welcome to register for roles not listed for their team to help alleviate the overall workload. However, these additional registrations will not count toward the team’s quota. Such volunteering is entirely optional and based on personal interest, but it is greatly appreciated as it contributes to the smooth operation of the livestream.

Compliance

Teams failing to meet their required quota will be removed from competition.

Duties

​​Score- & Timekeepers, Goal Judges

Following each game, each team must leave two (2) designated players/staff members at the pitch to serve as Scorekeeper, Timekeeper or Goal Judges for the subsequent match who have been listed for these positions on the team’s roster.

 

These volunteers must report to the Pitch Manager immediately at the end of their team’s game (after end of game greetings but before any end of game team debriefings) and are required to remain at the pitch. The Pitch Manager will decide which position each volunteer will fill, usually going by the game schedule, but has the right to change if necessary to avoid game delays. They must have their mandatory equipment before the game starts.

Livestream Volunteers

During the Group Stages, scheduled livestream volunteers must report to the livestream station at their assigned field. Volunteers are expected to arrive promptly at least 5 minutes before their scheduled time to ensure the smooth operation of the livestream. The schedule will be communicated in advance, and volunteers should familiarize themselves with their designated slots.

For the Knock-Out Stages, livestream volunteers will not have pre-scheduled slots. Instead, all signed-up volunteers are required to report to the livestream station at Pitch 1 as soon as possible after their last-played game. Upon arrival, the livestream manager will assign roles and distribute volunteers as needed to ensure adequate coverage for the livestream.

Compliance

Teams failing to meet their duties will forfeit their next game.
